Put another way, she’s a freelance intelligence agent working for the public good. She’s named after a Netflix testing system that deliberately inflicts problems on their network to test their ability to respond to it.
I’ve got a lot of ideas behind what’s happening with Chaos Monkey. She has a support team like Green Skull does, though it’s a much poorer and much more civic minded team. Chaos Monkey herself is deaf. She has text-to-speech build into her mask, and her responses are actually coming from someone on her staff through an emulator.
